He died on Monday 3rd July 2023 while off duty leaving behind his beloved family, friends and the entirety of the police department in shock. He was announced dead by Papillion Police Department in a post that reads “We are heartbroken to share that Lt. Ray Higgins passed away unexpectedly early this morning. Ray served the Papillion Police Department and City of Papillion for more than 34 years”. No cause of death was stated.
